Dr Hadiza Abubakar Balarabe was born in 1966 in Sanga Local Government Area of Kaduna State. She studied Medicine at the University of Maiduguri, and graduated in 1988. She was a Senior Registrar at the Ahmadu Bello University Teaching Hospital before joining the services of the FCT in 2004. Dr. Hadiza Balarabe has been the executive Secretary of the Kaduna State Primary Health Care Development Agency, since February 2016.
On the second of November 2018, Governor Nasir El-Rufai of Kaduna State announced her as his selected running mate for the 2019 Gubernatorial election in Kaduna State.
On 9th March 2019, under the The All Progressives Congress, she was elected deputy governor making her the Democratic female deputy governor and second female deputy governor of Kaduna State.
She was however sworn in in the early hours of today 29th May 2019 at Murtala Square in the city of Kaduna.

However the first ever female deputy governor in Kaduna State was Aisha Pamela Sadauki from 1990 to 1992, She was appointed Kaduna state deputy Governor by General Ibrahim Babangida.
Prior to joining the Kaduna State Government, Dr. Hadiza Balarabe was Director of Public Health in the FCT.
She is married to Alhaji Mohammed Balarabe.
